It doesn't look underwire to me. I think it is a typo. The foam sort of acts like a support provider for the breast. The bottom is just their elastic type fabric that goes right around to fasten at the back.
If you are heavy breasted like DD or up. I wouldn't buy because the straps alone on the shoulder area are too narrow at the top and will cut into your skin. I have in the past bought this bra without the foam and it did this very thing. Also, I don't think the torso support is very high on sides and back giving you that skin overflow. Look for high sides and back and a cross your heart type to keep breasts separate so as not to cause the mono boob effect. Hope this helps. You can always order and try if you are not sure anyways.
