it is part of the pad itself. there is no insert as indicated by the other poster. you just wet the exterior of heating pad or spray it with water.

Hello,
This particular pad has the âoptionâ of going to moist - it has a sponge insert that can be removed, moistened and reinserted for a more intense massage/heat therapy. Otherwise, it would be a regular dry massage heating pad. It has a cover with snap buttons to remove the sponge portion.
