Can this change table be set up without the wheels or are they not removeable?
You would install the wheels when assembling the change table. It can be used without the wheels, but there isn't any feet so it would be sitting on the swivel anchor (which I think is plastic). The wheels do give the change table extra height which means less bending over during changes. 2 of the wheels lock if you are concerned about it moving around.

Does this change table come with a changing pad? And if not, is there one that Sears sells that will fit this table?

How deep is the change area? Would the side rails come up around a baby laying on the table?
the side rails are approx 3.25" higher than the change pad so they help restrain the baby but are NOT intended to replace using the safety strap and parental supervision

Simply White, or white white. Definitely wouldn't call it off white
