Would lightweight cotton leggings such as these be suitable to wear instead of tights or long johns underneath clothing? I usually wear pantyhose under my jeans or dress pants for an extra layer of warmth. I am having a difficult time finding a new pair of pantyhose that are comfortable this year. They are very tight or won't stay up. A suggestion would be welcome.

I would stick with wearing pantyhose under your jeans. Leggings are pants so you would be wearing pants under your pants which would be uncomortable. Sears has a good selection of pantyhose or maybe try stay up stockings if you find pantyhose too tight.
